While it is true that adding liquid ballast to the rear tires is probably the most efficient way to do it, for your purposes I think a pair or two of cast iron wheel weights and a set of tire chains will accomplish what you want. The chains can be easily removed when not needed, and you can even remove the wheel weights fairly easily. Liquid ballast is pretty much permanent, I think you would be better off without it.
