If she needs her teeth floated or has another tooth problem , it will cause what you are having.Get a vet or equine dentists who knows what to look for and make sure they know what they are doing. Often she will have problems on hay and be good once she is on pasture, nice soft grass again.Their mouth can go WAVEFORM, or she can have a tooth way in the back causing her problems or just need a good floating.Another thing is she may be wormy and needs to be dewormed.Good luck.
