Ted is correct.Adjust the linkage so the throttle stop screw contacts the pump housing.If that is not enough RPMs then loosen the screw until you get the RPMs right.Just be sure the screw is contacting the pump housing as you loosen the throttle stop screw.
This will only affect the governor cut out.It won't affect the fuel output of the injection pump.
