Tuneup guys can find the vacuum dump line under the hood thats supposed to vent vacuum and plug it or connect it to vacuum. That will cause the 4 wheel to not work correctly. Marlowe and Gary are both correct also. Would be a easy fix for a true dodge or 4 wheel mechanic. You could run a vacuum line direct to the apply side after the check valve as a shade tree repair cap the other port to keep clean. Chysler master tech ,Ase Master Tech 25 years
