The code is for an injector driver not responding as commanded. This can mean several things. An injector may be shorted or open. The wiring for the injectors could be shorted or open. It's not suppose to rev over 3000 in park. The computer limits the engine rpm without a ground speed sensor signal.

First place I would look on this vehicle is under the battery tray. all the wires going to the ecm are under there. You will need a volt and ohm meter to find the bad circuit. Dodge engine computers are pretty rugged so I wouldn't suspect it first.
