Like said it usually engages or stops the same place many times and one way that might fix it is to heat and remove the ring gear and reinstalling it by rotating it some where it isn't always engaging the worn spots. Can also flop ring gear over but then you will have to rebevel all the teeth too which can be done easily with a hand grinder lightly on each tooth. Excessive flywheel end play, wear of starter drive and worn or loose starter mount can also affect it. Also running a 6V starter on 12V may make it spin faster than the bendix drive was designed for so it doesn't work well if worn some too either. Flywheel end play should be no more than .005-.010" yet still allows it to rotate freely.
