How does the hot tub fill? Is it plumbed into the house system? If so filling it shouldn't bother the pop off. IF you fill the hot tub with a garden hose on the drain valve it will stack the temperature of the water and make the valve release. An expansion tank is a good idea but water heaters worked for years without them. My next guess would be the hot and cold lines are hooked up backward or the dip tube that is suppose to be in the cold side isn't there.
