If there is a pressure regulator (which acts like a check valve) or a check valve in the water feed, you need an expansion tank on the system to allow for the expansion of the water in the hot water heater when the water is heated.

The pressure/temperature regulator could be messed up by age or mineral deposits. I don't turn mine off anymore when I'm gone because minerals that deposit on the relief valve parts cause it to leak as soon as I warm up the tank again.
