Yea, unfortunately the vet may be right, it is not uncommon, especially in a case where the calf didn't get adequate colostrum at birth. We dairy guys have by in large elimated it by feeding colostrum immediately at birth as well as dipping the navel in 7% iodine, which basically cauterized the navel. I would not give up tho, if it is a navel infection, I would put the calf on Excennel, Naxcel or something to attempt to kill the infection. Also I would keep the calf on Banamine to help control any pain. I have had success by putting the calf on a bale of straw and making its limbs move a couple times a day until it can stand on its own. It is also remotely possible that the calf has white muscle disease caused by not enough vitamin E. I treated with Injectable E, BoSe or MuSe, and did the same thing, making the calf use its limbs till it was strong enough to stand and walk. It worked, 2 years later she freshened and filled her own stanchion. Hope this might help some
