I have two Dempster wind mills that are horizontal and one that is vertical. They all need new wheels and these are likely available from Dempster in Beatrice, NE. To make one like new, that is in the condition you describe would mean having it re-galvanized. That might make it cost prohibitive for a lot of us. New paint would not be so hard to do. Never have I been aware of one being set in cement though there may not be much downside in doing it. A metal plate or disk with two or three feet of area on an angle iron leg buried 5-6 feet deep should suffice.
