It's your tires. Some rubber compounds cause the entire vehicle to be charged with static electricity, not sliding across the seat. Usually the harder the rubber, the more static electricity that builds up. The M4 tank also had a huge issue with this when it was being developed. Toll collecters have started wearing surgical gloves to insulate themselves because they get shocked by every person that hands them money.
