Oil leak in turbo

My massey 1105 has an oil leak from the hot side of the turbo.

Is this something that can be fixed by an average mechanic or needs to be sent in to be fixed with specialized tools? Or are turbos unrepairable when seals are shot?

Any help would be greatly appreciated because I need badly to get this fixed this winter and have the machine ready to break soil in early spring.
