what would you use? ih tractor q...

what would you buy to pull a 3,500-4,500 gallon sh!t speader? my brotherin-law is using a 656 deisel to pull a 1,500 gal. right now..and wants something a bit bigger.. would have to be an IH, case or case IH for under 15,000.. can"t be two wheel drive,too muddy.. and needs to pull the spreader with ease.. and a deisle if possible.. thanks for the input!
