railroads 'lease' surplus power to each other. CSX has every named railroad's power on their property anymore. They sorta have a pool of locomotives available for lease at any given time. When business is up...they draw power from the pool, when business is down....they make engines available to the pool. It's all about making money...a locomotive is to never sit idle..or they are losing money. One thing they don't ever want to do, is pay to have their locomotives repaired on a foreign railroad....that is where they 'stick' each other with exorbitant costs.
