There were a number of year models that had a small piece of plastic (or something) attaching the heater control cable end to the plenum door actuator that would break or fall off it's attachment point under the dash. Mid-center, look up from the floor behind dash and work the heater controls You should see it working if still connected. or see it not working if broken. A mirror and flashlight may help.
