If the rims are otherwise good with the exception of some rust or surface scale, then I would sandblast them. Then prime with a good primer, and then coat with a polyamide(sp) epoxy paint. I can't tell you too much about using that paint because I have the wheels done for me, but be very careful with that paint.
The epoxy paint will stand up to the CaCl, along with most other things. I've had a few done like that, and that coating is so hard that you've got to grind the paint off to strike an arc on the wheel. Expensive, but good stuff....
