You could put a restrictive orifice in the SA line to the cyl's.. and it would restrict flow both retracting and extending, though would not effect pressure.

For full flow and pressure on the lift.. but reduced flow on the lower, you would need something more.. say.. a restrictor in the return to sump line.. or a pilot operated check valve and a bypass line with a restrictor that had a return to sump.

My vote is for a restrictor int he return to sump for the easiest fix.
