I had this with a Ferguson TO20 (same PTO), and I ended up cutting the shaft out.

Take the hyd cap off (big unit that the seat bolts to). Drain the oil. Now you can view the PTO, hyd pump, and the source of the problem. Maybe you can free it up. Otherwise, drain oil from gearbox and rear end, get the torch and cut the shaft at the back of the hyd cavity. Be ready: the oil will try to burn. Put water on the pump after you cut shaft to keep it cool. Now you can drop the pump out and dis-assemble it to remove the shaft. There was a square/round brass piece in mine that was damaged. If your's is too, I have a good one to sell for $20. Thoroughly clean the pump and the hyd cavity. Get a new PTO shaft and the gasket kit. If you had any hyd bleed-down, replace the O-ring and 3 gaskets that hold the cylinder to the cap. Reassemble.

This job will take you the better part of a Saturday. Post back if questions.

: Have removed rear housing bolts. Shaft moves out about 1 inch.
: Have been using a rather serious slide hammer and it just won't come.
: Been told to chain tractor to tree and hook chain between shaft and truck.
: Seems like I could do some serious damage with this idea. For a really stuck shaft,
: what should I do? Torch some where? Maybe the PTO seal leak wasn't so bad after all?
