A non-vented gas cap can cause this problem (and worse). Make sure your gas cap is vented both ways; no vacuum, no pressure. When you remove the drain plug from the bottom of the carburetor, you should get a good, large stream of gas coming out. Be careful re-tightening the plug; just a little torque so you don't crack or strip the (pot-metal) carb. The fuel-inlet elbow on the back side of the carb has a tiny screen on the end. Doesn't take much to plug it so a good place to check for fuel restriction. Good luck.
