Sounds like some sort of valve to control coolant flow is needed on that heater. Lots of options.

Looks like you got the hydraulics plumbed up. I know its too late now, but if you replaced the two single acting valves with one double spool mono block, there are some valves out there that have a mechanical connection that allows the use of one control lever to control both spools. It ends up just like the joystick in previous posts, but without the cables in between.
