If your talking about it not filling then the problem isn't the sediment bowl but in your head./ All it means is the carb is full of gas and the float is holding the needle closed so NO gas can flow. Start the tractor and watch the sediment bowl, it will fill in less then a minute. Works the same way as takeing a drinking straw and hold the end closed with your finger, then put it in a glass of soda and what happens?? The straw will not fill woith soda till you remove your finger, works the same way on the tractor fuel system and sediment bowl
