Some have suggested that your tractor has a fuel pump. I do not know. But so long as the carburetor bowl is full of fuel, the air in the sediment bowl may well remain there. As soon as the needle valve in the carburetor opens the air in the sediment bowl will vanish almost instantly. Your needle valve might be stuck closed. But if it is closed because the carburetor is full, that is normal. If the rest of the fuel system is operating normally, the air in the sediment bowl will clear itself just fine.
