Probably spend time cleaning air filter and money on a carb kit and then yeah later some new plugs and wires wouldn't hurt. Cleaning plugs can work fine for a while if it's a good plug but some plugs today are made by companies as throw away junk with bad cheap materials and cleaning doesn't help them after gas fouled. I've had good luck cleaning Denso brand plugs on natural gas engines but those burn much cleaner and don't get fouled like a gas fouled engine plug.
