Marvel-Schebler carburetor? When it is at idle or stalled, take a draw bolt and tap the carburetor just above where the two halves join. If the rev's immediately pick up it's because the float valve was hung up and now it's free.

My MH 30 did that all of the time last year but since I found a carb kit and float it seems to have cured itself of the habit. It's just as well; I'm not sure I could get the carb back together again.
