What kind of baler?

I've had this problem occassionally with both NH belt and chain balers. In both cases I drop the PTO speed and ground speed to the point that the baler is pulling the hay in. Also, I had this problem a LOT more in the time I though I wanted a wheel V rake. Not so much for me with a bar rake, seems the rope effect has, at least for me, minimized it.
