Id rather cultipack in then see in if the grounds in good shape (and forget the chisel plow), and add some wheat/rye/oats to get a ground cover on there asap. Then mulch on top. I love to chisel but not on anything over about 10% and certainly not anything over 15% and I chisel first, then disc, then cultipack.
