Mine did the same thing.
I put on the 11-hole drawbar between the arms and kept working the control handle back and forth with me on the drawbar. You can also do this with a small implement ( blade, caryy-all, etc). I just found it safer with just me. Keep working it and it will eventually work itself loose.
