The charge pump is OK, but the suction screen is plugged. You can see the screen by draining the oil and removing the range shifter cover(right side where the shift cables hook) The screen is not easy to clean as you have to split the tractor to get to it. Anyway there is most likely a clutch, brake or PTO failure, look for fiber on the screen it will help to identify where to go next. The 2594 is a tough old tractor, repair usually doesn't cost all that much (realitively speaking), but there are several sources for material to plug the screen.
