About twenty years ago, there was a company called "China Diesel" that imported a small marine diesel, complete with transmission. They called it the "Hardy Diesel", and it was quite cheap, relative to comparable domestic engines. The company is still around, but it looks like they are only selling generator sets these days. However, they would be a good place to start looking; see the link below. Maybe they still import a few marine engines. Another possibility would be an engine (such as a Westerbeke) salvaged out of a wrecked sailboat. I would think the parts situation would be much better. Westerbeke makes a number of engines in the horsepower range you're looking for, although they're pretty heavy. (Weight in the bottom of a sailboat is desirable, so they don't try to shave weight from these engines.)
