Ford Hydraulic Lift Arms Wont Raise

I have a 1990 Ford 345C loader/tractor. I took the hydraulic lift cover off (under the seat) to replace the Draft control plunger and now have it back together BUT has a problem. The 3pt hitch arms will not raise. The fluid is new and full. The position control lever moves up and down really easy on the quadrant. So, why wont the arm raise?
