Shifter problems on my 37 WC

My WC likes to engage reverse and 4th gear at the same time. I have the right front shifter rail plug removed and can restore order by tapping the shift rail "back", BUT this is not the the solution. So, what is worn? The shifter forks, shifter, rail detents,...everything? How can I fix this. Oh, reverse lever on the shifter is long gone and the rod is tied in position. Thanks Steve
