Ken, This is a excerpt on what I found researching the same issue. Greg ..."these tractors have a pin locking the rear axle - look just inside the right rear wheel and pull this out and it will freewheel. This is a feature that keeps the tractor from rolling on a hill when the clutch is engaged or when it is sitting in nuetral."
