Get an electronic ballast

When purchasing a flourescent fixture for cold location, spend extra to get an electronic ballast instead of the old heavy transformer ballast. The electronic ballast are not sensitive to temperature and will light full instantly. The old ballast take a while to heat up and come to full brightness. These light fixtures are usually label "energy efficient" or something like that. You can buy replacement ballast that are electronic for your existing fixtures. A wise move $$ if the lights are used in a business. The electric company may even pay you to make the change.
