Cool and dry is the recipe for storing most seeds. Are you sure the garage you used isn't subject to extremes of both temperature and humidity? Even short periods of either can deteriorate seed viability. I've very successfully stored seed for 3 years and achieved better germination that that stated on the mfg tag. Cool and dry and dark. In my case a basement area that was once used to store potatoes that is completely closed year around and dehumidified with the seeds in their original bags placed in Tuff Bins.
