Battery not charging on 770 Oliver

I have a 770 Oliver that is not charging the battery. It has a generator and voltage regulator on it. I have jumped the battery to armature terminals to polarize it then jumped from the field terminal to a good ground and it will charge then(to the tune of 16 volts) I can see that both relays are pulling up. So is the voltage regulator bad or what? Thanks in advance for any help. JGS
