Here in Pa., a tractor may have a title, If it is to be used on the highway, and/or driven long distances, it is to have a Special Mobile Equipment license plate. A certificate of origin, then a certificate of title is required to get the license plate. Custom operators should have the SME plates. The Farmer/owner, going between his farms, and related businesses, does not need the paperwork or the SME plate.
