Tires are worth whatever you are willing to pay and a seller is willing to sell them for.
Some people look at stuff as, well I used it for this long, and I paid this amount, then it is worth 1/2 of the original or whatever. Other people take the attitude that they should get near new prices out of used stuff. As a word of caution be careful in buying used tires. There is a reason that they aren't on a tractor in the first place. Unless someone has parted a tractor out or gotten new tires, there is probably something wrong with it somewhere.
