Probably worn bushings in front bolster, and/or worn steering gear./ Sometimes the steering gear can be turned 1/2 turn to run on unused teeth and tighten things up. Also, a friend of mine who run IH all his life told me once to stop vront wheel shimmy, just run one tire about 5# airpresure less than the other. Makes it pull slightly to the one side and stops the shimmy.
