If you're lucky it's a head gasket but don't rule out cavitation.
There could be a pin hole in a cylinder wall that will have the same result. The 6.9L and the early 7.3L diesels have a history of cavitation and it will require pulling the entire engine and having the block bored and sleeved in the effected cylinder.
To find out if it's a pin hole you need to remove the glow plugs and slowly turn the engine over by hand and check which cylinder the coolant comes out of the glow plug hole.
Remove that head and with the piston at the bottom of the stroke check the cylinder walls with a light and a mirror for a hole.
Note that trying to start this engine with a hydraulic lock will cause serious damage...stop trying.
Is there any coolant in the oil? Antifreeze is really bad for the rod and crank bearings.
I would not run it at all, none.
