My brother's camper did not have any brakes several years ago and he ask me to help him fix it. had voltage to the brakes but no voltage drop across the brakes, I checked the ground and it was grounded very poorly to the body. I told him to move the ground to the frame and be sure to ground it to bare metal. He didn't think I was right but did try my suggestions. afterward he called me and exclaimed that now he had good brakes!! I was an electronic tech for at&t at the time. You always need a good ground. just my 2 cents worth. wfw/frank
