They are "weep holes", loacted between the lower sleeve "O" ring that keeps the crankcase oil DOWN, and the upper sleeve "O" ring that keeps the engine coolant "UP" in the block.

If oil or coolant wept out, it was an indication one of the "O" rings was failing.

Over time, and experience with the engines, and PROBABLY better materials for the "O" rings, it was found the weep holes were unnecessary, and they were omitted in later engines.

IMHO, if the the sleeves and "O" rings in a given engine are in good shape, it does not matter one tiny bit if the engine has a block with or without the weep holes.
