Just guessing here but how about this? Over here the farmers have a fleet of tractors to do any number of chores. You go into any farm yard and see what I mean. Over there I believe they are much more restricted for various reasons and rely on just one tractor to do the work. So it would stand to reason that the one tractor they have must be capable of doing multiple chores well.
