Sad as it sounds, you've made the mistake of assuming that everyone is as fair-minded as you are. Assume the opposite and simply confirm/settle all the details before agreeing to purchase.
At the suggestion of others on the Ford list, I ordered an 8N manual from "one of the trusted sellers listed on the left column." The manual was 10 dollars, the seller charged another 10 for "minimum shipping charge." So, exactly 20 dollars. (Like you, I assumed he would charge a reasonable shipping charge.) I'll never use that seller again, and have warned others away from him.
