Its the inner bore area where the bore diameter tapers down and decreases which causes the air velocity through it to increase and if theres a tube or an opening say down to where fuel is stored (like in the carbs bowl) the vacuumm created can suck gas up into the airstream where its blended with the air being sucked into the engine by the vacuum created when the piston goes down into the cylinder. Heck, its something like that I think lol.....
