I know here in Michigan, you aren't counted as unemployed unless you register with the unemployment folks. Very few do and fewer stay registered - ya have to go every month. If you don't you are no longer a statistic. A lot of people are now in the underground economy - working for cash, hustling to keep food on the table, but invisible to our government. Which prefers that since they aren't going to do anything for them anyway. We are getting more like the 3rd world.
