You could buy some of that pond liner from Home Depot and put in hte bottom of the tire after you filled the tire up to the bead. Should be able to glue it down with tire tube cement. Thompson water seal has a rubberized paint that you go around the edge of the grain bin to concrete with that should seal up the leaks. That sounds like a good idea for good water tank for raising catfish in.
