Drain everything,carb,rubber boots,fuel,line etc.Seal airbox last.If you have drained the carb already and its still rough check for an air leak by spraying WD 40 around intake manifold.Also make sure entire carb is tight.I found my O-ring seal was never in the groove from the factory and eventually got loose and sucked air.No O-ring in my misc. kit was exactly the same so I made a cork gasket.The only easy way to work on carb is to remove the air box.Otherwise I couldnt even tell if it was allen wrench or phillips head.Without airbox hands fit everywhere and eyes can see.Leave all cables to carb connected while doing this.Its time to drain your fuel out and start fresh or more water will just get in [from fuel tank to carb].If you went through something like a river water is in airbox too probably.
