O/T: 2000 Chevy 3500 Flasher Problem

I am having trouble with my warning flashers.
Turn signals work fine and I have checked fuses
on the hazard/brake circuit. Brake lights work
also. I have been all over this truck looking
for the flasher. Found one under the dash for
the turn signals. Changed it out for new one
and I have the same thing. Is there another flasher hiding somewhere? All my other
vehicles have two flashers. Any suggestions
will be appreiciated. I need help on this
because I have to get inspection done. thanks
