Farmall 400 governor

My Farmall 400 has always run sweet, but recently the throttle control started to feel a bit stiff. Now the old girl won"t start, it sputters a bit and dies, and the throttle is now totally loose. I pulled the side cover off the governor thinking I"d find that the governor spring was broken, but it"s fine, and all the linkage seems to work fine up into elbow above the governor. I hesitate to take anything more appart as I fear stuff might just sprong out at me. Any thoughts or ideas?
