Why not just slip a garden hose in the top, and start a siphon?

Either submerge the whole hose and pull out one end with your thumb over it until it's lower than the water level...

Or what I used to do on our pool was suck on the hose "high" (standing up) with part of it on the ground -- when I felt the air pressure start to push due to the siphon starting, then I'd drop the end on the ground.
